Aerial Operations Manager

To manage and oversee all operational aspects of the Mosquito Research & Control Unit’s (MRCU) aerial operations in compliance with OTAR Part 135. The role includes designation as the nominated postholder for air transport operations, with direct responsibility for the safety and regulatory compliance of flight operations. The Post-Holder is responsible for managing MRCU’s aerial work and supporting ground activities and ensuring compliance with the MRCU’s control manual policies and procedures.

Responsibilities will include but are not limited to: 

The MRCU Aircraft Section operates two S2RHG-T65 Turbo Thrush aircraft valued at approximately KYD 2.5 million per unit. The Aerial Operations Manager is tasked to provide safety and operational compliance for all MRCU Aerial Section activities. The Post-Holder is responsible for the management of a recurrent budget of $220,000 for aircraft maintenance

Over the course of each year the post-holder will be expected to:

  • Update and amend the MRCU-Aircraft Section’s Control Manual Suite as required by CAACI or OTAR updates (estimated 2-5 updates per year)
  • Prepare the annual budget request for the Aircraft Section and write business cases for capital requests (2-5 year)
  • Organize plan and report on  150-300 aerial control operations
  • Manage performance of 5 section staff.
  • Organize 10-20 training/re-currency events for Aircraft Section personnel.
  • Maintain and update the required records  relating to Aircraft Section activities (up to 500 per year)
  • Respond to up to 4 Freedom of Information Requests.

 

Qualifications, Experience & Skills: 

  • The post-holder is required to have:
  • A Bachelor’s Degree in a relevant field such as Aviation Management, Business administration or related subject.
  • Holds or has held a Commercial Pilot Licence (CPL) or higher issued by a recognized ICAO member State.
  • Minimum 3 years’ experience as Pilot-in-Command (PIC) in OTAR 135, 125, 121, or aerial applications equivalent operations.
  • Minimum 2 years’ experience as a Training Pilot (Check role experience highly desirable).
  • Minimum 5 years in an operational control or management position (can be concurrent with PIC time) in an equivalent operational complexity or higher
  • Must be acceptable to the Governor (via CAACI) as a nominated postholder and successfully complete any required assessment/interview.
  • Three years’ experience as PIC of an aircraft in Aerial Applications operations is highly desirable
  • Two years’ experience as a Check Pilot is highly desirable
