Job Opening:
The State Reclamation and Mosquito Control Board seeks applicants for an Operations Coordinator - Program Coordinator III to perform the following duties:
The Operations Coordinator is responsible for coordination and assists in the oversight on behalf of the State Reclamation and Mosquito Control Board (SRB) as it relates to mosquito control in Massachusetts and its 11 regional mosquito control programs and Districts/Projects (Districts). Districts service 204 member cities and towns. The SRB sits within the Massachusetts Department of Agricultural Resources (MDAR).
The scope of the position includes a wide range of responsibilities and roles to ensure the proper functioning of the SRB and coordination of the regional mosquito control Districts and programs. This position works to ensure regular, ongoing communications and response to inquiries to and from regional mosquito control Districts, cities and towns and other stakeholders. Core functions include management of the SRB’s business activities in the areas of administration, communications, budgeting, coordination of operational activities and reporting.
Responsibilities include:
- Manage the Board’s office and flow of information
- Act as primary liaison between the Department of Agricultural Resources (“MDAR”), Board, SRB staff, and all regional mosquito control districts (“Districts”)
- Research and prepare information, documents, and materials for consideration at Board meetings.
- Develop and maintain any of the Board’s plans, programmatic documents, and reports.
- Prepare Board meeting agendas, documents, and meeting minutes; ensure the Board’s website is updated.
- Develop the Board’s draft annual budget with SRB staff and the Fiscal office.
- Work with the Fiscal office and the Districts to coordinate budget requests and ensure compliance with Board budget policies.
- Assist with the procurement process for goods/services needed by the SRB
- Work with SRB Legal Counsel and the Fiscal Office on state procurement and contracts matters.
- Coordinate with SRB staff and the Fiscal Office and DOR, Division of Local Services, regarding the budget certification process, including but not limited to, cherry sheet assessments for the Districts’ member cities/towns and assisting the Districts with preparation of assessment information for public meetings and compliance with Board policies.
- Work with SRB Legal Counsel as needed regarding legislation, lawsuits, insurance claims, public records requests, the Open Meeting Law, and other issues related to mosquito control in the Commonwealth.
- Work with SRB Legal Counsel and EEA Human Resources to assist and coordinate with non-confidential matters related to the Districts.
- Collaborate with other key personnel, state agencies, and partners regarding planning and response to arboviruses that pose a risk to human health and associated emergency responses.
- Act as fleet manager for the Districts state vehicles and equipment. Serve as SRB’s vehicle fleet manager. Help coordinate with OVM/OSD vehicle maintenance, repair and accident subrogation services.
- Act as Internal Control Officer under the direction and in conjunction with the Fiscal office work to design, document, and implement internal controls.
Support Regional Mosquito Control District (“District”) Operations:
- Act as the primary liaison between the Board, MDAR, and Districts.
- Assisted in reviewing and analyzing the districts’ budget requests and historical spending.
- Plan, develop, and maintain continued operations (COOP) plans in conjunction with the board and districts to ensure essential mosquito control operations continue without interruptions.
- Provide technical assistance to the Districts to ensure information technology and resources are protected, research advancements in mosquito control technology to assist the Board and the Districts with operations and be responsible for EO504 reporting.
- Perform facilities and lease management duties for the Districts and works with Facilities Management including MDAR, EEA, and DCAMM to manage Districts lease agreements which may include facilities maintenance needs.
- In-state travel to regional Districts and MDAR Boston office required, as needed.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
- A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*
- A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*
- A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
